The concept of a leap year and adding an extra day in February every four years can be traced back to the ancient Egyptians and their solar calendar of 365 days. Later on, Julius Caesar was inspired by the Egyptians and decided to implement this system in the Roman calendar. This is why we have a leap year and February was chosen as the month to add the extra day.
The lucky people born on the leap year usually celebrate on February 28 or March 1. Being born on the leap year isn't always so lucky in Scotland they believe being born on February 29 is bad luck. The Greeks also believe getting married on the leap year February 29 is doomed to end in divorce. These superstitions aren't believed in most cultures most people think they bring good luck.
